Why was gragas's ult shit on for no counterplay while annie remains?

You realize one annie combo can ace the whole enemy team and when she flashes there is no response to it aside from a banshees or qss and flashing away which you'd still die because tibbers is a Ferrari. Gragas's ult is so terrible now. I don't get the nerf to begin with, there was counterplay called qssing his e stun and flashing away.

Because gragas -is a tank -has mobility -has more consistent CC -has a displacing ult, not a stunning ult, a DISPLACING one.

Because they are ults used for completely different things. Gragas uses his for the displacement most of the time, not the damage. Annie needs to flash to surprise anyone and if she hits all 5 of you maybe you need to not clump against Annie.

That said, Gragas' ult is honestly more powerful because he has to tools to get picks without flash.

pick lux, fuck her in laning phase by Q-Eing her anytime she tries to walk up to you to harass, she's now behind, team fights, Q her anytime she walks up and delete her, she NEEDS to walk up to do anything. It's what i've done with success. Now what i've done against gragas? nothing because i literally had no time to do so before i was dead.

Nerfs don't necessarily because one ability is strong, you have to look at how the champion is performing overall. Gragas is one of the most consistent and powerful junglers right now that can fill pretty much any role he's given. Annie (although annoying for lower elo) is a one-trick champion and who isn't really overperforming at the moment, thus she can have a lot of power allocated to her ult. The rest of Gragas' kit is strong enough that Riot felt it necessary to reduce the power his ult has.
