Is black cleaver overloaded

should a penetration item come with no tradeoffs? like cost 2350 gold, it can't really have too much going for it at that price range unless its super gold efficient even then, we're not talking about a wide range of stats just 3, ap mr, and pen. Black cleaver has 5 with hp, ad, pen, cdr and movement speed.

I love black cleaver as much as anyone. Its extremely powerful. try it on skarner it works wonders with his q. try it with:

I just feel like it doesn't follow riot's policy of having items with too many stats. Say I'd ask for 10% cdr on with just 400/300 hp, people would say that the item is offering too much and that's on a 2700 gold item. meanwhile blackcleaver is just sitting there with so much going for it.

I'm not even mad at black cleaver, I'm just mad that theres a policy that isn't applied throughout and that this practice is from a purely logical point of view not conducive of balance.
