Can you make Kennens ult more bursty instead of a slow killer again please?

Current most popular build is a on-hit autoattack build. Look I'm all for new meta shifts but this is the opposite of what Kennen was made for. He needs a nudge to put him back into what he was made for, but don't overbuff him because that will turn him into another op monster like end of season 6 Kennen.

What do you think he was made for and why?

He was made to go in fights, stun everyone and hopefully kill the ADC, and then his job is done (this is from a late game perspective). Currently he does the opposite, he sits in lane, farms, takes turrets and runs when enemies are near. His ult does so little damage compared to what it was before he just doesn't even use it unless he's 1v1ing.

You list concerns with Kennen's early game pattern, but declare he was created for a late game purpose.

Kennen is able to perform the late game purpose you define him by. So by your own words Kennen is doing "what he was made for".

Late game he just sits in lane and splits because he can't do anything with his ult that any other champion can do. He is an AP burst mage being played like a Jax.
