Another champion with a "passive" that's an active
Did you not learn from the Shuriman abomination??

at least the passive isn't "hey, remember when 3 minutes passed and we had to towerdive azir at the same tower we destroyed 15 minutes ago?"
azirs passive is pretty much the only thing thats well done in his kit.
his real problem is his soldiers being indestructable, so there is no way to fight his zoning with most champs.
Azir's problem isn't his passive. It's actually pretty cool. Champions that have more active passive abilities add interesting mechanics to the game, although Morde Zilean bot lane would be a terror to play against. Azir's problem is his ridiculous sustained magic damage from such a huge range, and his burst. His soldiers should be nerfed, not his passive or his Shurima shuffle. Zilean's problem here isn't the fact that his passive is actually an active, it's the fact that it will make his teammates stronger than they should be in a pretty uninteresting way. It would be cooler if the passive could do something more time-related than just "here's some extra XP". Something cooler would be Zilean teleporting an enemy within a certain range to where they were 2 seconds ago or something like that.
Azir and Kindred are completely different champions.
Azir revives a turret for a limited time as a defense.
Kindred picks a hunting target and if they kill their target, they get a passive stack. It's nowhere near Azir's immediate benefit: They have to wait before they can claim the stack (pick them as you are killing them and you WON'T get a stack.), the enemy knows they are marked for death, and has a cooldown before you can pick another target to hunt (Even if you get the stack 15 seconds after marking them, you still have to wait the rest of the cooldown to pick again.) It offers no advantage in a fight either (outside passive stacks you've attained.)
And Azir wasn't broken because he had a passive with an active, it was because he had other issues.
