An item with limited stats. This way this game can have more variety in Summoner Spells and the game can not be balanced around Flash.
Something like this: Yordle Stompers UNIQUE PASSIVE- Enhanced Movement: +25 Movement Speed Active- Flash: Flashes your champion 400 units in the target direction. (200 second cool down)

Meep Man1 votesWell not be exactly like those boots. And no, if balanced correctly, no one would choose boots just for the Flash active, especially if it had a 300 second cool down. The reason Flash as a Summoner Spell is used so much is ALL THE SUMMONER SPELLS HAVE A LONG COOL DOWN! If flash with around the same cool down were put on boots, majority of the time they would just be normal boots. They could have stats for example:

This would make these boots very situational, but very beneficial to those who benefit from them. For example, a Fiddlesticks or ADC with no escape like Draven or Kog'Maw would love these boots, but someone like Lee Sin, Kha'Zix, Zed, or even Renekton would probably want different boots since they would only benefit from these boots every 200 seconds (3 minutes) and would want boots to more fit what they want, such as CDR Boots or Mercury Treads.

This is just so wrong. The reason Flash is used all the time is because it's EXTREMELY versatile and helps champions with a lack of mobility. Not to mention in a meta where Mobility is king, being more mobile is very powerful (Thresh's lantern shields only 1 champion down from 5 and it's still absurdly powerful.)
All making it a boots-only option would do is punish those that have no mobility in their kit since they will HAVE to buy it or just die and fall out of meta. Alongside flash, it'd be too much mobility.

bro do u even read red posts? Everybody takes flash because if they don't everyone who does has an advantage over them. Everybody will buy a flash item because if they don't, everyone who does will have an advantage over them.
Riot has acknowledged this, and they won't even bother trying to change flash, because they have at this point basically programmed everything else around what is essentially, in riot's own words, a broken concept.
