Sona Udyr have a lot of passives so probally 4-6 seems about the max. Power budget is a game term. No idea what riots values are as its an arbitrary variable they set.

a champions power budget is a trade off between utility and damage. the more utility a champion has the more powerful they are without damage, the more damage a champion has the less powerful it is without gold. so damage dealers that have no cc must acquire gold to remain successful, utility carriers do better with levels than anything else because things like cc duration, base shielding and ally buffing scales on levels.

for a case study one can look at sejuani and her changes over the years, riot have been chipping away at her budget till they finally landed on this iteration. I don't think current iteration is good but whatever I play other things now.

Power budget can't be mathematically calculated. It's not an exact science, it's a model of game design.

It's the idea that for something to be very strong, other things need to be weak. You can't just be great at everything. It's thinking power as if it's on a budget, where you have limited resources to spend and you need to cut back on some things to afford others.

Why are champs that don't need buffs get them using this description you gave me.

They have a lot more data than you do. They don't just pull a random lever when they buff somebody. Often, they're looking at ranks where the champion is weaker and trying to give them a boost that won't affect the champion in the ranks where they are okay.

Having "room to buff" a champion means the champion isn't over performing according to their data, so they give them a small buff because their kit isn't so volatile that a small buff will have huge ripples in their viability.

They do it because they can.

What I wanna know what cool buffs happening in 9.19. I hope it's new mechanics instead of more damage damage damage. I rather have new items over pure damage. Utility adds in a fun factor due to it being a wild card in the game.

Seriously? Technically... probably 7. I don't know which champion has the most passives...
