I have an interesting question about this :
I'm currently silver 2 which is a bad elo.
Last game i had a wukong jungler which didn't know how to use herald.
he did the herald but didn't know how to use it.
My question is how the hell are those new players allowed to be ranked this high in the ranking system ?

no but im saying that this kind of player should be at least bronze if they dont know basics of the game. I'm not saying they have not the level but knowing how the herald works is a base of league.
