I have a feeling that secretly, Rito knew that they couldn't buff the cooldown while DFG existed, because it would make wizard garen (already a magnificent specimen of the magical practices) into the most powerful being in existence. He would make the game explode through his sheer mastery of the arcane.

Garens ult has a cast time. (for counterplay right?)

If you zhonya during garens (you know the way you would to avoid say Syndra, Veigar, fizz, Darius, ults to name a few) his ult doesn't go on CD.

Garen then ults you a SECOND time, as soon as your zhonya ends.

Except that if he begins casting it, it will always complete. If you for example hourglass during his first attempt, and then flash right after you come out; if he managed to click on you before you flashed (smartcast ftw) he will still get his ult off. #counterplay

Although he isn't op, I really don't want these buffs to go live. He's gonna have it every time he gets back to lane now, and Garen himself is pretty toxic early, mainly cause of q>e.

Just my opinion, obviously, but I feel there is a good reason why its high early game.

Liss doesn't do it from 700+ range like annie. Most people seem to forget that Lissandra has very low ranges on her abilities except her e. which is pretty easily avoidable if you juke correctly
