When will Riot fix matchmaking?

Simply that. I'm always on teams that are completely outclassed by the opposition, who fail at basic strategy while the enemy team is full of LCS pro players or something. Every time I lose my team gets progressively worse while the enemy team becomes exponentially better. Every time I win my team gets progressively worse while the enemy team becomes exponentially better. The enemy teams are seasoned veterans while allies are first month players. Look at the enemy plays and they're constantly coordinated, never missing a beat. Meanwhile, my team is flaming eachother because someone pinged for a gank once. People not complaining about a lack of ganks is running into the enemy right after every death and fussing out everyone else for not following.

Is this just a Silver thing?

Their matchmaking is simply broken atm, It's not just you. I am d4 with d3 mmr, yet I've still gotten several games of p5 and G1 players in my game. Regardless of the fact that those players are smurfs, their mmr doesn't match mine, which brings me down. That's exactly what keeps players hard stuck in certain divisions. The game poops itself when there aren't enough players on, so it reaches from several mmrs to fill games. It's a hell you just have to wait out until RIOT decides to pull the trigger on something.

I wouldn't dare assume that it's just me, but it's bittersweet to hear that it's happening to others as well. Do you think that the Season 9 tier additions will improve matchmaking in any way? Considering the honor and punishment systems, I think those should have some sort of influence in matchmaking as well. For me, it's less about the elo/mmr of people I'm grouped with and more about their behavioral and experience/skill. I guess that last part could be mmr-related as well.
