I'm not saying that he's op and that he can carry games but hell he takes NO DAMAGE when he uses his W. You can attack him with your abilities as much as you want he takes 0 damage but he taunts you once he already puts on half of your hp. And on the first back after he buys 
he does so much damage while taking none.

i knew how to counter him but riot always reworks and changes champions that you can't do anything against them. every time when i play against shen i know that i cant push, but can't freeze either. all what i can do is wait for him to use his ult and then he just tp back as im trying to push. it takes so much skill to play shen.

It sounds to me you more just don't know how to play against Shen more so then he needs nerfs.

What do i have to know here? He takes no damage. How i'm supposed to play against something that takes no damage and deals damage to you?
Hotarµ2 votes1 - Don't let him position his sword behind you. If he manages to do it once with a taunt or smart placement, don't let him do it again.
2 - Wait out his W or attack him with abilities during this time. It only blocks autoattacks, meaning Shen is still vulnerable to abilities during this brief period.
3 - Dodge his taunt. If you get hit by it, try and turn the fight or disengage since it has a very long cooldown early.
4 - If his ult is up, ping your team to be careful. Try to stop him with a displacement or CC if he ults within your vision.
5 - If he manages to get an ult off and you can't follow up with a TP or roam, shove his tower. The bonus gold from tower plating makes early ults not worth it for Shen.
6- He has no ranged abilities. Poke him and bully him in general. Shove him under tower so he misses CS.
7 - His primary damage type is magic damage, buy early magic resist.
8 - Play one of his counters such as Yorick or Riven.
9 - Have your jungler gank him after he uses his taunt as he has no other escape.
10 - If all else fails, ban him.
Also, obligatory note: Shen has been super weak and repped one of the lowest winrates for the longest time. He has counterplay and he's definitely not too strong, **if anything he needs buffs. **
Leon41674 votesShen is SUPER WEAK right now. I haven't been able to play any decent games as him at all this season. He's really only good for protecting allies and taunting enemies. Everyone on top can beat him all you have to do is just keep your distance and focus on farming. If he's trying to close the distance you either run, dodge, or let it happen and punish him once the taunt is over. I have baited so many Shens into all inning me only to get destroyed by the caster minions once his W is up. Just don't ever try to take tower plates unless he's gone or you've seen him use his E recently and you'll be fine.
