Which champions need buffing? (Kass, Zil)

Letting out your main just because it's your main, which ones and how would you buff?

1. Kassadin : i haven't seen him being used in months, probably never seen it this year. My suggestions are -making all of his abilities scale with max mana like his ult, or at least with AP-mana, this would not only make him more unique, but also allow for more build flexibility. -reducing or eliminating the charges required to cast E

2. Zilean his bombs (Q) are his only means of damage. possible changes: -making his W produce a shockwave around him that slows/damages enemies -making so if E is casted on an enemy, the enemy will receive low periodic damage (in addition to slow) -making R damage enemies near the target affected by the ult, be it an explosion when the ally dies, or periodic aoe like cinderhulk.
