Originally (As in, before you tainted it), there was no heal and shield power, so we needed something for abilities to scale from, so the default was AP.

Then came the issue of people like Nidalee and Lux, who would give big heals and shields from their AP, even when they weren't playing a supportive position.

Then you implimented Heal/Shield power, which works in conjunction with their scaling, making it worth even more.

Now we have non supports, building support items because they have such ludicrous amounts of AP they give, and the shield/heal power making them even bigger.

Why not remove the scalings and increase the amount H/S Power?
