@Riot: if you want to change Soraka, here's how you should do it:

So, those changes are back on the PBE - and they solve none of the problems they brought in the previous cycle. Sure, the scaling is higher - but that doesn't even start to cover her other problems.

First of all, I want to say that if you are trying to make her more interactive, you couldn't have gone more wrong with the changes. PBE Soraka is still as passive in the lane as old Soraka. Beyond lane she is absolutely useless unless she has a Warmog and SV - which is hardly feasible at support budget. So, to summarise - in team fights she will be either useless or a passive tanky healbot. No middle ground.

I'd propose following changes:

First, make her W cost count as damage for the purpose of Warmogs. Not an ideal solution - but by removing the most toxic build from the equation you can balance her around other builds.

Now, let's take a look at the biggest problem: her self-heal 1.) being a HoT effect lasting longer than her cool downs and 2.) being directly tied into her ally heal. What does that mean? She will almost never get full value out of her Alingment buff, and, most important - **if she heals herself she can't heal an ally and vice versa.**She burns 10% of her max HP for each heal - and her heal is meant to be spammed. So, new Soraka is completely incapable of doing her job outside of a Warmog-SV scenario mentioned above - which is, safe to say, 95% + games.

And what should be changed here? You can't directly buff her Alingment because of the way it's tied into her ally heal; meaning that if her self-healing is decent then ally-healing is absolutely bonkers. The only solution here is obvious: Alingment must stack. This is one change you just have to make if you want Soraka ever to see non-troll games again.

To go in details about what I propose: 1.) Alingment stacks on Soraka up to X stacks. Again, an absolute must. Due to the nature of her heal, Soraka NEEDS to have decent self sustain. 2.)Hitting multiple champions with Q adds multiple stacks. Hitting consecutive Q's adds stacks for each champion hit and refreshes the duration. If you want to incite Soraka players into being more interactive, you need to add substantial rewards to hitting her pretty unreliable Q. 3.)Healing an ally transfers one stack to them. Alingment can't stack on allies (to make sure her healing doesn't go out of hand), but consecutive casts do refresh the duration.

THis is a good idea, if you hit a champ with Q 1 alignment stack, if you hit a champ with the center circle 2 alignment stacks. Adding a stack refreshes the 5 sec buff. With this mechanic Riot could lower the "burst" heal of W and raise the damage of Q and E.
