Is this monstrosity incredibly broken? item 3050

There is so much packed into this thing, but my main concern is the adc's autos gain 50% damage in the form of magic damage over the course of 2 seconds

like...wow...

I don't support too often but this thing seems absolutely ridiculous, thoughts?
