What's the playrate?
Again, she's probably going to see more play with her counters being nerfed.

What counters are those?
High DPS duelist like Kindred?
1 good ult wins the game, same concept behind galio, nunu, amumu, etc.
in fact, they're all positive win rate champs because of it in solo q. in coordinated play they're often weaker because we just tell eachother not to group up, and they never get crazy value town that they're capable of.
Don't forget about how often players want to pick high-damage low-utility champions to carry the game.
The sole fact that your team has an actual tank for initiation and peel can be game-changing when the other team doesn't.
sej has a weak/slow early 1st clear subjected to being invaded and killed or counter jungle early. she is a blue reliant jungler meaning she has to start blue side... ( similar to amumu ) but once you get past the 1st 2-3 clears you are nearly an unkillable cc tank. and from that aspect you are a strong ganker and team fighter.
you're half right, she is very weak to getting invaded early and has a hard time coming back when behind
but sej can clear perfectly fine without blue and i have no problem starting red on either side
she benefits greatly from starting blue side, going gromp into blue buff cuz of the dot damage of gromp and the cdr and ap and regen of blue buff cuz she uses aoe to clear jungle. you can start red but blue is best.
also its best to run attack speed reds , armor seals, cdr blues and either ap quints or ms quints on her
or if you wanna max out some hp attack speed reds, hp quints, armor seals and cdr blues
I mean generally every time I start blue side my clear ends up being terrible. Red side always gives me the better clear on sej, even if I don't get the two man leash from bot and end up having the top laner leash me.
well that seems a bit odd cuz the regen , cdr and ap buff from blue makes her main clearing skill ( W ) more effective
but it might be just your play style
well the red smite/Hp regen from the brambleback and my refill potion usually gives me all the health I could need, and the Talisman is enough to keep my mana at about half after clearing my red-side jungle. Also tbh it helps that W is an auto attack reset, which helps stack the krug smite bonus. Blue doesn't actually help you avoid taking damage, or let you regen. It just allows you to kill things a bit quicker.
well if you kill things quicker wouldnt you take less damage?
plus having the ap damage and gromp buff helps if you do get invaded at red ( assuming you go gromp-blue-red) that you have the passive damage from gromp and the ap damage from blue to make that fight easier for you ?
I mean, technically? but at the same time its important to remember that the krug passive does that too, as it lets you get in an extra auto attack in the time that it stuns something, which also procs the talisman passive, on top of the fact that it gives you an extra second for the W CD. Also the blue AP bonus is at 15%, which at those early levels is gonna be maybe 2/3 AP depending on how much AP you take in your runes. The gromp buff kinda helps in killing things, but not that much, as it only does 10 damage over 3 seconds. Also any champion that's going to be invading you is most likely gonna beat you, regardless of any buffs you have, as Sej's early game dueling is utterly crap.
she'll probably get more popular as other tank junglers get nerfed
currently Zac has a much healthier clear and Gragas's ganks are much easier to pull off early but she is very good after level 4 or 5
IMO Sejuani's clear is slow to start with. I would not pick her vs jg like Lee, or Shaco. After her first 2 clears Sej becomes a good tanky jungle with a lot of team fight use.
IMO Sej wants 2 death balls to go at each other, if the opponent wants to split, rotate and pick, Sej might have trouble.
Can people start talking about play rate when mentioning win rate because quite frankly win rate means nothing without play rate unless it's absurdly high (70%+).
i want to make this clear
the only reason sej's winrate is "high" (52%) is because she is a clear and obvious TANK and nearly everyone will get tank items on her, plus cinderhulk, plus strength of ages, and actually be a "tank" for their team
in a meta where everyone is going damage and getting damage items, actually having a damn TANK on your team is extremely useful and is the reason shes got a "high" winrate (its not "high"). its normal.
pretty much look at every "tank" in the game and youll see a decent winrate. cuz actually having a damn tank on your team when the enemy team is all damage is very useful
