Can Fleet Footwork Give its movespeed instantly to melee?

Just like old warlords, could it be instant for melee instead of having that delay?

I get that ranged champions can have the luxury of waiting for the movespeed to kick in but for a melee who just ran trough a lot of kitting, it would be nice to NOT have to wait that half second
