Yes, a lot of people may like his theme, and his gameplay, complicated barrel combos aside, is really not THAT difficult.
Lane phase most noobs resort to just spamming Q on the enemy, which isn't even that far off from what more elite gp players would do. Plus, once they realize that Qing people gives them random stuff like a fun slot machine, they'll probably be motivated to play gp more even if they cant utilize him to full effectiveness.
The idea is fun and attracting and holding on to new players, and this is just one small way riot can do that.

The point is that new players already aren't playing him well, so having a different keystone won't make much of a difference. And as someone else said, they probably won't even use the items in their inventory that they get from klepto.

Honestly they should be kept away from Kleptomancy because new players are terrible with remembering to use items in their inventory and kleptomancy throws a bunch of weird shit at you in a short amount of time.

EcchiOtakuTM1 votesWould rather take summon aery on GP than klepto, far more early game impact with good late game rather than only early game impact vs certain matchups with no real late game since you aren't proc'ing it as often to have elixirs up as often as ezreal would.
But after the upcoming aery nerf, I might swap over.
