The FAQ didn't answer these questions so

1- Will we get like daily RP on PBE for testing and playing daily? 2-If so when will we receive daily RP?

No. You no longer get RP on the PBE as everything costs 1 IP to unlock.

Why are a lot of skins still worth RP?

They show the RP price for what the skins will be when they hit the live servers, but all should cost 1 IP to unlock,

No as in High Noon Yasuo can only be purchased for 975 RP, you can't buy it with 1 IP

Must be a glitch.. as all the skins on the PBE should be there for 1 IP http://boards.pbe.leagueoflegends.com/en/c/general-pbe-feedback/3Ea1s1JP-211-edit-summary-of-pbe-leveling-iprp-and-pricing-updates

New content will generally be available on the PBE for 1 IP. In addition to the 1 IP availability, skin RP costs will be set to their intended live prices so testers know which tier new skins fall into and what new features they can expect.

Because older skins cost RP. You're on the PBE to test, not play old skins.
