@Riot Stashu, can you rework Veigar for me?

Can you change his passive from mana regen to a stacking passive where he gains 1 stack for every minion or monster that he kills with Q, 2 for large minions or monsters and 5 kills of enemy champions. Veigar starts off at 0 stacks and can gain up to a maximum of 200 stacks.

At 50 stacks, he gains 5% increased AP and Q now heals for 8% of the damage dealt. At 100 stacks, he gains 10% increased AP and 20% CDR. At 200 stacks, he gains 30% increased AP and Q/R range increased by 100. Veigar also becomes 100% larger.

Please Stashu, could you take a little time out of your schedule ruining and give Veigar one, since he's a champion that would actually want a stacking passive. Plus he just wants to be taller.
