Can Volibear's ultimate have a lower cooldown

Right now rank 3 ult is on the same cooldown as Orianna's and on a higher cooldown than Lee Sin's, with both champs having a much stronger base kit to boot. Even among other juggernauts, with much more powerful/immediately impactful ults for example, will have the same cooldown by end game and who have an easier time getting full CDR since all 3 can tap into cleaver for 20%.

Volibear has been a pretty bad champion for a while now, having better uptime on his ult would IMO be a fair change to put him in a better spot until it's time to rework him
