PTA gives 40 damage at level 1. Electrocute gives 30.

PTA also makes you "vulnerable", increasing all further damage by 8-12%, Electrocute just adds some extra damage from scalings. So question here, why would a ranged champion ever go for Electrocute over PTA if they had the choice? It's like a BETTER Electrocute for ranged champions. I think these two runes need to be adjusted(the 40-180 damage removed from PTA, Electrocute slightly harder to proc) personally.

In my experience people just 3 hit proc PTA and back off, which is the exact same gameplay pattern with electrocute.

Electrocute doesn't deal 30 at level 1.

It deals 30 + 40% of your bonus AD + 25% of your AP.

So at level 1, if you started with two damage shards and a Doran's Blade, your Electrocute proc is dealing ~37 damage. A negligible difference to PtA. This damage will continue to scale with your AD and AP, easily reaching several hundred damage with the right build. PtA damage only scales with level.

It also procs itself off of your abilities AND attacks, where PtA only works for attacks. If you deal damage with your abilities and/or don't build attack speed, Electocute is much faster to get off.

They're different runes. They both give access to extra damage, but one is about burst damage, the other is about sustained damage. That's the whole point.

PTA is supposed to enhance your team's combined damage output against a target. It should not be handing out instant damage too. If the rune would suck without damage then it needs to be easier to proc or enhance damage by a greater percentage. It should not do any damage itself.

Electricute can proc almost instantly, whereas 3 autos for PTA takes time

Electrocute has a ratio PTA requires 3 auto attacks, which, unless you are Lucien takes more time than 2 abilities and an auto attack.

So? Electrocute scales way better after a couple levels and into Mid game. PTA is absolute garbage late, you can feel your damage get less relevant by the minute.
