Despite the fact that he got buffed multiple times during preseason/season 6, he is still struggling. His winrate/playrate are decreasing with every patch.
Are anyone from the live balance still looking at him?

I have NEVER won a ranked game with teemo in my team... Seriously never. Happened again yesterday. It's like every teemo I'm with has been hit with a damn sped stick

Teemo needs a smart player to be played well and well, we're talking about league...
In silver, and even Gold, I feel like it's because people have forgotten when to pick him. At least in my games. The only Teemos I've seen in my games are ones that pick him when their jungler is more of a bruiser.
The popular champions in top lane have changed quite a bit too, and I think that contributes to it. 
He's not the marksman you want top anymore. Why go for Teemo when you can have the blind AND more damage that scales well into late game with Quinn? Let's not forget about her vision and mobility as well. If you aren't going to have a tank top lane because your jungler isn't a fighter, there's much stronger choices out there. Few people play him well, and it's debatable if the reward you get from playing him well equals that of other top laners at the moment.

Ever since they messed with Teemo's shrooms he's been in a bad spot. The detonation time feels like forever in skirmishes and they only last 3 minutes now.
Teemo is just not a good pick. When you pick Teemo for top you give up a champion who could've brought a tank with a stun or a knockup or anything game changing.
