Morello has always had that passive, they only took the mana regen but gave flat mana instead. I think it is fine for now if you combine it with RoA (tankiness) or Archangel staff (if you really really want to be a poker).

No, it didn't. That passive used to be on Athene's Unholy Grail.

It was moved to Morellonomicon during the Mid-Year Mage Update, when Athene's was reworked into a support item.

But now if I want to spam spells with Orianna, I can't buy a fking staff, I already got the morello. Either remove the damned mana to get the mana regen or remove that passive.

If you want to spam spells, you buy item 3003 for the 25% cheaper spell costs, mana regeneration, massive mana pool, and mana>AP conversion.

That takes too long to stack, and usually many Oriannas don't use the damned staff.
