Always really annoying when you've build up lane dominance just to give it away by not being able to freeze because Sunfire is murdering all the minions around you.

I'm pretty sure it's not a toggle because A) most people would forget to turn it back on and B) it's something you have to think about when purchasing the item.

item 3042 used to have a toggle, and we were all fine with that before the change. Just get everyone used to having it as a Toggle-able item and it's good to go.
