Quinn really cannot be allowed to remain as is at 57-60% win rate

This champion is completely busted. You cannot trade with her or retaliate against her, between Vault and blind, nor can you stop her from assassinating you if you're squishy, because her movement speed allows her to get into Vault range before you can complete attack/casting animations.

Her win rate is remaining consistent as her pick rate climbs, which shows how much of a problem she is. She wasn't designed with the current levels of damage in mind.

Her ADC win rate is much higher, because her entire kit shits on the vast majority of bottom lane champions harder than it does top lane champions.
