I know its just normal game but how does a lvl 28 get into a game with plat players?

Im not even mad that he inted basically, what im mad about is that these new players (or new accounts) dont know or dont care about how to behave in game, they will almost certainly flame after their first death, troll, try to take your farm or get you killed, and they dont give a damn cause they made the account a week ago, and now i have to stand there and take it so i don't get banned for leaving or having a negative attitude while 1 of my team mates straigt up leaves and one ints and flames...

Can we not match players with a 100+ level difference

100 lvl difference doesn't matter. It's probably the skill difference of low silver (default MMR) vs Plat. This has been an issue with normals forever, and will never be changed.
