@Riot What are you going to do about Fiora?

Currently, from what's being seen in competitive play and average solo-q, Fiora is a bit of a problem. Rather then being the nimble, agile and high damage duelist she was imagined to be with the rework, she's now being built like your standard juggernaut, with items like item 3053 item 3742 item 3748 item 3071 being some of the highest winrate items on her, which allow her to be nimble, agile and high damage along with having over 3K Hp and a good amount of resistances.

Normally, I would be fine with this. If Fiora wants to build Juggernaut items and be damaging while also tanky, that's good and okay. It's a different style of build for different results. What I am NOT fine with however is that she builds those same juggernaut items and still gets near the same amount of true damage she would get with a much more 'Carry'-styled build that she was intended to use, namely item 3074 item 3139 item 3156 item 3812 .

The reason being, that while I am aware that the carry build is very sustainable as well, there's an inherent weakness in all melee carry's in that they are vulnerable to being locked down and bursted(Typically relying on purely defensive spells and/or mobility to survive such assaults). However, Maw, DD and Mercurial pale in comparison to the survivability the raw Hp and defensive stats juggernaut items give in terms of counteracting that weakness, while also allowing her to chew through tanks thanks to her true damage scaling, which is the main point. Why is this(Route A) item 3053 item 3742 item 3748 item 3071item 3065 item 3111 build allowed to deal even as close as an amount of true damage as this (Route B)item 3074 item 3139 item 3156 item 3812item 3009 item 3078 one? Or that the scaling on her true damage passive is even ENOUGH to allow her to build route A and still deal with tanks as if they were 6 levels below her?

I'm fine with Fiora building Route A, I really am, but to me, the trade off for building juggernaut items over actual melee carry items on her just doesn't exist at this point and is in fact even better for her, and it's staining her identity on what she was designed/supposed to be: An agile and nimble duelist who stays alive through predictively and reflexively dodging/parrying her opponents damage and striking them back hard on their weak spots.

I don't want her gutted. I don't want her to be able to build juggernaut items and still be able to melt tanks, nor do I want her to build pure squish and be insta-deleted from fights. What I want is for her to build like a melee carry like she was intended to and retain her identity as a duelist, and not some 3K HP true damage monster. The only solution I see to this is making it so her true damage is reduced by how much bonus HP she has, but that is only just my opinion and what I can think of.

tl;dr I don't play Fiora , but I like her. I like seeing her. She's a unique champion, she has a unique playstyle and I want to keep that in league, but I do not believe her current preferred item choices and her scalings are healthy to her identity and balance.

This doesn't happen. A full damage Fiora does much more true damage than juggernaut Fiora.
