So, uh, why is Illaoi getting this change?

As much I as I don't want to jump on 'It's a NERF' train before anyone even tests these changes, it really seems a heavy-handed way to nerf her teamfight sustain to buff her lane sustain(However slightly).
Can a Red shed light on why this was put on the PBE?
EDIT: Passive's healing effect can now only happen once very 20/16/12/8/4 seconds.
Well, now it seems a bit better. But still, 5% with no CD seems a lot better then 15% every 4 seconds, at least to me, although the potential of healing 90% of your missing hp by hitting 6 tents is a nice concept.
