Why is Riot only concerned with counterplay when it comes to damage?

Take champions like Leblanc and Rengar as an example. Counterplay was added to absolutely every single ability they have and everything they do.

Where is the counter play to point and click shielding? to point and click stuns? to a Janna just pressing R or a Lulu pressing W? What counterplay is there for any assassin or damage oriented champion to deal with how reliable it is for a support to completely negate their very existence?

Certain assassins have been screwed by not only how unreliable Riot has gone out of their way to make them but also how reliable they have left champions in various other roles.

Because when Assassin can 100-0 without counterplay you're spending more time staring at a black and white screen than playing the game itself.

With shield/heal it doesn't kill you like an assassin would. You still can escape if you failed to kill your target.

However it's at to the point where Assassin have too much counterplay that shield/heal is too strong that 99% of the time unless you're really fed as an assassin you won't be able to kill your target.

Yes because if you can't escape assassins or flash or heal or buy specific defensive items against champions, Like armor for ad assassins or maw for ap assassins. You have to understand that unless you are a certain few asssasin have actual good chasing power, and after they blow their skills they have no real kill potential.

One way that might be interesting to add counterplay for shields would be to add an AP or tank item that has some kind of active or passive that either mitigates or temporarily disables all shielding on an enemy for a period of time. That way it gives a small boost to AP or tank champs when enchanters and shield items are strong, and makes it a really bad buy for most ADCs which already have good itemization and a good option for excessive healing with item 3033

bad idea, we would go back to the grievous wounds problem where heals are OP if you don't have it and shit if you do have it

to a Janna just pressing R or a Lulu pressing W?

Lulu I'll give you, but Janna's R is about positioning though. It's not some point and click ability, it's an aoe with a clear indicator where it's going to originate from (aka: her). She's the queen of disengage, you can't expect to just get up in her grill without catching her off guard.
