AP mages who cant devote three+ item slots to AP really need that 40% CDR that all mages need to work as effectively as possible.
is a GREAT item, but when your core build consists of 
you really dont have a whole lot of room for AP cooldown items unless you buy double , which isnt a very good option.
So can we have a second high AP 20% CDR item? Maybe one that has flat pen on it?

Buy a Frozen Heart if you want CDR with that build - the armor would help.
Vallalan1 votesyou cannot buy double nomicon. because the passive is unique. its intended to be the only 20% cdr item because they gave the other items cdr. Lich Bane, Zhonyas, Banshees(formerly abyssal), Protobelt, etc.
Nashor's has 20% cdr as well, but it costs so much I highly advise against it lol. there are plenty of options though. every mage should not be hitting the cdr cap. brand for example builds rylais/liandrys. and if he WANTS cdr he can priortize it but his cooldowns are all relatively low already.
other mages with long cooldowns like lux however need the cdr somewhere in their kit so they get nomicon first or second.

And yet marksman can achieve the same with two items? Why should a mage who doesnt like the tanky defensive AP items have to suffer?
No, cooldown reduction is something that every burst mage who isnt an assassin needs to function properly. Otherwise they do a rotation, flit about for five seconds, and if the team fight is still going they do another rotation. Mages who arent assassins will also feel the sting of mana costs, that 40% CDR will burn them out quite quickly.

thats the entire point of mages. they are supposed to have windows where they dont do much when their spells are down in exchange for having their abilities do much more than other champions lol.
Essence Reaver + zeal item grants 30% cdr to any adc willing to do that, but significantly gimps their damage in doing so. essence reaver, as an adc main, and to be blunt...just sucks right now. it was a great idea. like its not the worst item. but man if it doesn't feel good to buy. you get all these sweet cdr, crit, but your crits aren't that big and you wish you had IE. it just lacks damage I feel.

Lucian Waifu1 votesMost mages get 6 scaling cdr blue runes just to get that extra 10% cdr for their build. There is absolutely no need for another 20% cdr item. In fact cdr should be lowered because there are almost no down time for spells at max cdr which is too easily obtained now.
Truly Prideful1 votesSounds like you might want 6 CDR/Lvl blues and maybe CDR boots or some other 10% item. If anything it's actually too easy to reach 40% CDR.
