PBE has the movespeed being dropped to 55, and the price being dropped to 900. Also, to everyone else, dont forget, Boots of Swiftness has a passive. The passive reduces movement impairing effects by 25%, so factor that in when you consider the item, not just the pure movespeed.

But isint mercs a higher reduced cc rate for hard cc and slows? Either way im xing out legendary gyardian on my solo lane kench now in favor of 45% reduced cc.

It is, but Merc's Treads are also more expensive. If you're going for straight speed and maintaining that speed for cheap, go Swiftness. If you need the MR, and can afford it, go Merc's. They both have niche picks due to pricing and stats/passives.

I quit buying boots quite a while back (before they removed the enchants). Going from a movement rate of 400 alllll the waaay up to 450 or so isn't worth an item slot.
