Yasuo could use a change
Isn't his burst his main problem?
Steel Tempest 100% -> 80% bonus AD (Burst problem gone)
Cooldown 4 -> 3, 2, 1 (No reliance on DPS items = higher damage later on and more build diversity)
Gathering Storm 10 seconds to 15 seconds
Now he can spam Q, Go mid, top, and even jungle(better) with the lower cooldown. Gathering storm up to 15 seconds to let him gank lanes from Jungle. This is to free up the slots in mid and top, incase someone wants to play Yasuo and another wants to mid or top.
The lower cooldown lets him "rush" IE, and not be so reliant on PD / SS, and also supplements the more durable playstyles of PD into full tank Yasuo. So if you still want burst, you can get it without the PD. (IE into BT or LW)
