Runic Blessing Mastery Rework (Riots balance gods are welcomed here)

Old: Start the game with a 50 health shield. This shield regenerates each time you respawn.

New: First part - Any shields that you produce (abilities or items) will be 10%(subject to change) stronger. Having summoner 21 counts as having shield. Second part - If you don't have any items, abilities that grant shield, instead, on taking at least 10% of your max hp in any damage, receive a 100 hp(subject to change) shield for 1 second. 60 seconds cooldown. You can't benefit from second part if you have abilities or items that produce shields.

Example: A lvl 9 Janna with lvl 5 Eye of the Storm with running blessing mastery shields you for 264 shield hp (240+24). If janna doesn't have blessing mastery, but you do, the shield won't receive a bonus and will be 240 shield hp. If you are Vayne with 1000 max hp and receive 100 damage (10% max hp) after defense reductions from Veigar's Q, you get a shield with 100 hp shield strength that lasts 1 second. The shield won't reduce the damage that caused shield activation.

Balance analysis by roles ADC - you don't go that deep in defense mastery tree so you dont take the point Support - Useful to have as Lulu Janna Thresh Karma Lux, but you would have to stack lots of AP for shields to have real strength. Remember that you won't benefit from second part of this ability which could make some trades easier. Mages - no mages go that deep in defense mastery tree Bruiser - Typical example - Renekton This would give him one second of increasing survivability during trades, but it has zero benefit if enemy harasses only once. As reneks HP and defenses grows, at 2000 hp - it would take 200 damage after defense reductions to activate 100 damage shield, so it counts as weak anti-burst. Conclusion - Good but not OP Tank - Typical example -Rammus It's very hard for Rammus to receive more than 10% of his max hp in damage in one shot, but shield on the heavy armored target is quite beneficial. Conclusion - same as previous. The strongest base hp shield in game - Shen ult at lvl 16 for 850 shield hp and this mastery would give it +85 shield hp.

overall - a change for runic blessing to make it less niche and actually noticeable in-game

Discuss please.

How about we just make it the second part. Simpler and actually impactful. Would probably need to be a 50 hp shield like it is right now, or else it would be way too strong at low levels

Scale the shield with level. Say, start at 50HP, scale up to ~200HP at Level 18. Give the shield a duration: 2-3 minutes Restore the shield when returning to the fountain AND out-of-combat (think Homeguard boots)

If necessary, to prevent abuse cases, give the shield refresh a small cooldown: 30-60 seconds

Bam~! A talent worth getting sometimes, but not mandatory when spec'ing deep into the Defense tree.

I would say change it to where every time you get a heal or a shield, you get 10 more bonus HP. (Or 5 to 14 HP at levels 1 to 18). It has to be from Abilities and spells, not consumables.

It's not about heals, it's about shields and 10-14 hp is too little.

Too little? If you have Runic Blessing Mastery, it's EVERY time you get healed or shielded, its 10-14 points stronger... 10% might be a bit too strong for some champions. And I know it was more directed to shielding than healing, but I included healing as an alternative idea. But I also like Jeddite's suggestion, but she shield should be smaller than 200 HP for late game and it should only be when you return to fountain.
