Instead of Nerfing OP Champs, why can't we Buff UP Champs?

Coming from the perspective of a support main, yes, I'm tired of seeing Janna and Thresh every game. I was half-expecting either of them to get a nerf on the PBE sometime soon.

Instead, I saw yesterday that one of my favorite champs, Nami , was getting buffed. It got me thinking: Do we really have to nerf Janna or Thresh or any commonly believed "OP" champions (in any role, not just support)?

I honestly don't think so.

Just from a business perspective it makes more sense to nerf a few champions then to buff a lot of champs.
