W has 120% AP ratio, average ap ratio in the game is 80%
Ult gives you +4% max HP damage per 100 ap which is A LOT compared to EVERY single max hp damage spell in the game
The % scaling isn't the same as the ratio.
Evelynn has good AP ratios on her Q even though the %scaling is low because the amount of AP needed to double its base damage is not much at all.
When you have bad ratios, it's better to get magic penetration and cooldown reduction (And occasionally tankier items like
), where those stats become less valuable and less rushed with lower ratios.
can afford
and
because she doesn't get nearly the benefit someone like
from rushing powerspikes like
in terms of % increase to her damage output.
Evelynn is a good example of a bad AP ratio as well. Her ult has a 75% AP scaling, which is pretty decent, but is nothing compared to the skill's base damage of 150/275/400. In order to double her ult's damage she'd need 534 AP, so the damage her finisher does is relatively fixed compared to the damage of her other skills.
Compare AP to CDR for Eve's ult even. At max CDR of 45% (ignoring ultimate hat), evelynn efectively increases her damage output by that same amount, 45%, for a gold value of 1200. In order to increase her ult damage by the same 45%, she would need 240 AP, a value of 5220 gold. The raw listed AP scaling % doesn't tell the whole story of the AP ratios.
Long story short: CDR is massively undercosted.
