Every other on hit item really aren't bad frankly. That phantom hit really needs to be persistent with a weaker usage for range champs(like devourer) and not stack to power or melee champs need to get back the double stack per hit mechanic that was in it before. Needs to not lose stats from the components unstacked from item completion.
