Standardizing Tooltips

Now, I understand that this is more quality of life than the earth-shaking preseason balance about which everyone else is going to be raving discussing, but could we please get a more standardized format for tooltip information?

The important stats in a tooltip get obscured by however much text there is, only being visible due to the colored text of the scaling value if it has one. Why not do something closer to what the Wiki does? Have the text describe the important function of the ability (maybe even throw in flavor text if you feel like it) and then have a portion at the top/bottom that explains the effects and duration.

Speaking of the colored text, it's a bit of a mess. Not a massive mess, but there seems to be some mix-up on where to use Red or White numbers. Red numbers are usually on Health scaling, but for some odd reason, it's on Lucian's ultimate shot count, which doesn't scale any more. White numbers are a bit more ambiguous; some are placed on abilities scaled on nothing other than the champion's level, others are put on Crit scalars. Consistency would be nice.

For that matter, color-coding the scaling sounds awesome, without color-blindness. Maybe having an option to have it explicitly tell what the scalar is would be a good idea, for clarity's sake.

Again, this is a lot lower-key than balancing out all of this new (awesome) shit, but it's a bit of detail that would be nice to see cleaned up.
