Why do refillable potions not become biscuits?

What I'd like to see is: --> Bag of Biscuits --> Sinful Sweets --> Trailblazer's Rations

Because now that every non-jg non-Mid is shoehorned into taking Secret Stash, they want to make sure it's largely worthless.

Actually yes, I was wondering this because supports can often make use of corruption potion but have no reason to take runic affinity.
