Not that great? I used to be a Heimer main but stopped playing him because his kit was too weak. As a matter of fact, every time I play against a Heimer, I never feel struggled. His turrets are weak and can be one shotted. The health scale on it is bad so it continues to be one shotted. Heimer is easily ganked, especially when the jungler knows how Heimer works. Unlike some champs , he is completely useless when behind. Some champs have a better time coming back but Heimer falls to far behind. Idk if it's just me but I never had a problem with Heimer. Thoughts?

Try playing vs Heimer as a team with many melee champions.( It's same like playing vs Anivia - complete disaster for the melee team.) item 3094 counters Heimer now.

I play Trundle against Heimer and I just one shot his turrets with Q. That leaves me to push Heimer. Especially when I get Titanic Hydra, his pushing power doesn't exist. Anivia is waaaay better than Heimer. I think what a lot of people hate is that he is a lane bully but that's just about it. Outside of that he is not good in my opinion. And even if he pushed as a lane bully, he is easily ganked. If the jungler has smite, the gank becomes a steam roll. Honestly never saw Heimer as a problem. Probably why we don't see a lot of Heimer in tournaments.

Reworked Heimerdinger has always felt weak to me.

Pre-rework Heimerdinger was monstrously powerful though.

I've begun playing him as an annoying push bot. Zzrot Banner Gunblade are core, and allow him to push monstrously fast in left alone. And his HP regen is insane. Sure, he lacks the damage he's known for, but in the current meta turret advantage snowballs a lot harder.

You take a few more deaths since you're a dedicated pusher, but I've only lost one ranked game so far with the strategy.
