Can Mark of the Kindred grant stacks on jungle assists?

Really annoying when you want to give the buff to a team mate, but doing so means you don't get one of your stacks.

considering it only spawns on the enemy side and your priority should be to get the buff and leave or move on its pointless if you want to give a teammate a buff give them yours not the enemies.

This makes more sense.

What's really annoying is tryijg to get a mark from scuttle and a teammate runs over and last hits it. Seriously boils my blood.

They also spawn in the river in the form of Rift Scuttlers.

There's also mid-laners that help themselves to the enemy's wraiths Raptors (showing my age).

There's also those times when you're ridiculously ahead or just ridiculously organized - "quick, top, get this red and push your advantage!"

Or you're not even ridiculously ahead - you've just finished a push and you're retreating through the enemy jungle as the enemy respawns.

Sure - denying is ultimately the most important, but why should I lose my ability to be a team player just because my champion's mechanic is selfish?

Only epic monsters grant assist. If your ADC decides he wants that Rift Scuttler while you're prepping Dragon... well, it's not as though you can waste smite to secure the stack.
