How about adding an MR and HP scaling to new Thornmail

This allows the tank to say: "OK this is my item to partially contain the low-counterplay Vayne/devourer thing, can't do much more so let's go on with our regular build" Just like you have Zhonya's for squishies to say "OK this is my item to partially contain the low-counterplay Zed(Karthus, can't do much more so let's go on with our regular build"

You mention Vayne, which is the only carry that doesn't give a particular hoot about thornmail. Buffing thornmail is a harder nerf for every other ADC than it is for Vayne.

Updated thornmail is specifically thought to be better against uncounterable on-hit than regular autos, so why not go all the way?

If people think that thornmail is specifically to counter on-hit effects, they are dead wrong.

Other than providing armor to reduce physical damage from on-hits, Thornmail DOES NOT work against on-hit effects. It only works against the damage from an auto attack, not Vayne's Silver bolts, not BoRK's current HP% damage, not Corki's Passive, not Miss Fortune's Impure Shots, nothing else but auto attack damage by itself.

Helloooooo, they updated it. Nerfed the return, added an armor scaling to it. And explained that they wanted it to be more effective against on-hit. So I'm suggesting to go all the way and have it synergize with the rest of the build when building tank against a team and not a person.

Explaining that it was to be more effective against on-hit doesn't make it so.

Other than the changes you mentioned, I saw no explicit mention or change that ALL on-hit damage is affected (if it did, Vayne would be chunking herself hard on tanks whenever she procced Silver Bolts for the true damage.)

NO, on-hit damage is NOT affected, but now it returns LESS damage from the attacker and instead DOES damage based on your own armor. So now it's less effective against people with lots of ad, and more against people with high attack speed (many procs of thornmail) but low ad and more damage that thornmail doesn't take into consideration, since they'll be hurt by your armor even with no AD.

Makes sense when you put it that way. That said, if thornmail needs changes, making it more punishing to hit TM users isn't the change it needs.
