Jarvan's scaling doesn't make sense

Look at his role, he is a Tank/Fighter, not fighter/assassin or something like that, he's not gonna build a lot of AD. Why the hell are you giving him bonus AD scaling on his abilities instead of full AD? And even as bonus AD scalings they are pretty damn low... While he only has 2 skills including one ult that scales. Also item 3053 Is an important item to fighters, and Bonus AD Scaling make it much less useful to Jarvan. I think the idea of giving base AD instead of Bonus is to make it benefits tanky champions more than main damage dealers? By all means Jarvan should be on the list.

Since you completely removed his bonus armor, can you tune up his damage a little bit to make him more useful? I used to dominate with Jarvan Top, now he pretty much can't do anything, since his damage is naturally low and his tankiness is removed. Pretty much every legitimate top laner can easily beat him now, because he has poor poke, no sustain, poor continue damage, average(maybe lower) burst.

Well, in effect Jarvan is actually a tanky assassin. His ult is made to lock down the enemy carry (or carries) and remove them from the rest of their team.

Because he's the second subclass of Fighters: a Dive Fighter.

These guys are largely balanced around the fact that they can choose between building offensive and dealing Assassin-like damage, or being Tanky enough to stand in the front lines with actual Tanks or even a Juggernaut, but never both.

You choose a Dive Fighter for their ability to skip titanic (relative to other melees) distances in an instant and initiating on the enemy team in some way. You could not possibly balance that if you were to throw something with stats equivalent to a Juggernaut over 1000 units onto the enemy squishies. And besides that, we've already seen what happens when a Dive Fighter like Lee Sin, Vi, or Jarvan are too strong and have both offense and defense in spades; they quickly and almost entirely kill champion diversity (in their particular case, within the Jungle).
