Runic Echoes just got nerfed... and the best junglers don't use Runic 
Probably the only prominent, top shelf junglers right now that really use Runic Echoes are

runic echoes is supposed to be the cinder hulk of ludens echo. devourer is something that has been getting out of hand and causing champs that shouldnt be able to do what they do... do what they do. if you nerf runic you'd have to nerf luden's. there are only a few specific champions that are making runic a nightmare. devourer is for champs that have massive clear abilities like warwick, but champs that shouldnt be getting benefit from it are. that's why it was nerfed. when you start seeing champs like mundo building it just for the simple fact that "it's the only way to compete" there's something wrong.

the devourer change is fine because it was something that should have come out with the addition of rift herald but runic echoes needs to have the recipe changed to 2 amp tomes and the movespeed removed entirely.

The PBE will be updated many more times before it goes live. Give them some time to consider if Runic Echoes needs more nerfs (considering it was just nerfed).
Also, according to your title I can build Runic Echoes on Olaf and he will become godtier. Watch your wording.
