Concerning the Swain changes on PBE, he should have a higher Base heal, but smaller Ratios.
Edit: Im really bad. Changes are healing done without it being related to damage. Whoopsies

Edit: Accidently posted this in the Story and Art. My bad.
So with today's patch, Swain's healing is being reduced in its Base healing in exchange for a ratio added to it. The only issue is that, In my opinion, others may disagree, it kills his early game really freaking hard.
If we assume that Swain has 30 AP from Masteries and Doran RIng, his ult would be doing 56 damage per crow, healing him for 16.8 off champions and 4.48 off minions, 34-ish health per tick of his Ult if he hits one champ, and 4 minions (It may be a bit more health due to me forgetting to put in the 30 Ap into his Ult scaling)
Compare that to healing 42 from champions and 8.4 from Minions to a total of 76.3 if he hits one champ and 4 minions, and it is a massive nerf in the Early game.
Despite the numbers though, I do like the thought of this change, but it needs to be even'd out a better way. I'd suggest upping the base heal, but lowering the ratio. Maybe make the base heal 50/60% on champs, and 12% on minions flat, but make the scalings for it 7%/8% AP and 1%/2% respectively. This way, Swain does take a bit of a nerf early game, but easily makes up for it once he starts to stack some AP, evening out around the 300 AP section.
TL;DR: New base heal is terrible in exchange for the ratios, but if we were to up the Base to a flat level like before but lower those scalings, Swain would receive better late game at a slightly better hit to the early game than is current. These changes could also be balance out by reducing his Ult's early game mana comsumption, but to make it heavier late game?
Right at the end of writing this post, It does occur to me that Catalyst now exists and does help Swain a good amount as well, and its relatively cheap. You could probably earn that gold before hitting Six most likely.
