5 normals before playing a champion ranked?

Many people have wondered why people play a champion for the first time in ranked, it clearly is a stupid idea to test a champion in ranked. So.. why doesn't Riot implement something that prevents people from firsttiming a champion in ranked?

Why don't we make it so that you have to play at least 5 normal games with a champion before you can play him ranked?

I agree but it should be 20 games or more.
