So I got 4 man ranked top lane, so my team responds by pushing mid tower. However the enemy had rift herald, so they managed to get 3 towers and an inhib in the span of 1 minute at the 17 min mark. I don't we could have made a better play.

They could have sent 5 top.

But you are right, towers are weak.

Towers are fine, it's the debuff they get when minions are around, and no one has the sense to take the minions out.
