Please don't rework Urgot
I think with the item changes he is now finally in a state of viability. I personally love playing him and it would be a shame if we create a problem by changing him like with Morde or Darius or even eliminate his current identity like with Gragas or other reworks that changed the main role of the champion that received it.
The problems he had back in the day are mostly fixed now, at least from my perspective.
Lack of Itemization: Back in the day he had a problem with getting full CDR whith his full build and that he would be dependent on Frozen Heart for it. This build had the problem that he either lacks damage when building it early because he would only have Manamune as a damage item in his before that, or being not tanky enough early on because the old Black Cleaver gave next to no HP. With the changes to Black Cleaver being now half a tank Item and giving 20% CDR, Urgot now has a build that gives him Tankiness, Damage, Full CDR and durability without having a lack of any of these like in his old build. He can also complete his build better because with the Juggernaut Items like Sterak's Gage and Dead Man's Plate he has more Options than he used to have. Plus, the mana ratio on his W allows gives him an extra defensive component that he didn't used to have.
Ult is out of Place: Like mentioned above, back in the day People would go for a full offensive build ( except for Frozen Heart ) because of his lack of itemization and it was the best build available at the time. This build had a lot of problems. Since he has no mobility you would be easily caught and bursted. His ult surely was a good CC tool and still is, yet teleporting yourself in the enemy team while being extremely squishy almost guarentees you to be focused down and die. With the itemization he has right now though he can do all of that and live through it. Rather than being a lackluster ADC or some kind of AD Mage, he is now a ranged Bruiser like he's supposed to be. You gain Free MR and Armor that scale with the HP in your build, damage reduction from your passive and a mana scaling shield. Like that have the option to change your role of a backliner to a frontliner by pressing one button and dooming one member of the enemy to be slaughtered instead of being a lackluster tool to pick an enemy off that would eventually get you killed. His ult is amazing right now and fits him really well.
Too reliant on E: While it is true that hitting his E boosts his power by a lot, I call this one a myth. I thought the same when I started playing him yet you will get better at hitting it, and when you are used to it, hitting your Q without having an enemy marked with your E is fairly easy if you have learned how to aim it.
Does not fit into the Meta: He had problems with the assassin meta back in the day and was okay against the tank meta ( considering his shitty build options ) but right now he really excels in the Juggernaut Meta. After you have learned how to play him you will be able to bully those annoying Garens and Dariusses out of lane because they won't get in the range to actually damage you and in teamfights you have permanent slow, kiting damage and your amazing ult to control them. I recommend him as a toplane pick against anything that can be easily kited, though he requires some practise.
One last note, if any Rioter reads this I'd like you to look into the last changes he got. You were supposed to update the animation of his Q, and while it is updated on almost all of his skins, the Butcher Urgot skin still has the old Q animation. You also wanted to change it so that when you fire your Q shortly after your E it would turn into a lock-on mid-air instead of staying a skillshot. Well, that change is not actually on the live servers either.

You're

of playing against Urgot top lane knows what I'm talking about. Basically Urgot builds tear, and then goes WEQQQQQQQQQ until you're dead.
