Teemo Mushroom Question

Is the mushrooms that Teemo had placed previously get affected by things like champion level up, skill level up, items newly bought....etc.

For example, lets say there's a mushroom on the map, Teemo recalls and buys items, then someone steps on the mushroom after Teemo bought items at base, is the mushroom the same power as before or after Teemo bought items?
