Armor Reduction

Is percentage armor reduction (i.e. black cleaver stacks) applied before or after flat armor reduction (i.e. Corki's 'e')? I know it's bounced back and forth a time or two over the last few seasons, and for the life of me can't remember which it is currently. In the case of Corki with a cleaver it could make a huge difference.

That information is outdated. When I checked the source listed on the wikia page for that info, it brought me to a 2012 source. I am pretty sure the order has changed at least once since then. Anybody have current info?
