I don't understand. What's the difference between Hail of Blades and Lethal Tempo?

As I see, the two keystones do essentially the same thing, with the only notable difference is that Lethal Tempo can last longer than 3 attacks.

However, I am confused. Why their effects are so similar?

The difference is Hail of Blades is for pros and Lethal Tempo is for noobs.

Hail of Blades gives you bonus attack speed immediately, for your next 3 autos only. This keystone is mostly for burst, and is better if you have low attack speed. Lethal Tempo gives you attack speed after a short delay for the next three seconds. This keystone scales better and is better the more attack speed you have, mostly for champions who want to DPS.

I imagine hail of blades will be more of a quick decision rune that will reward champions that can get a lot out of 3 autos, whereas Lethal Tempo is for Hyper Carries who will just spend all teamfight autoing anyway

Basically, the new one means you get enough attacks to kill an enemy if you're an ADC, the old one the enemy died before it could activate.
